2025 Board of Directors





President:  Gina Sweeney

Gina Sweeney is an experienced Talent Development professional, with over 20 years of experience leading training, facilitation, leadership, and organizational development functions across various industries, including hospitality, technology, and food service. Currently, she works in Talent Development at the Pennsylvania Turnpike Commission, creating and facilitating learning opportunities for the entire organization. 

Her expertise encompasses designing and facilitating leadership and professional development courses; implementing organization-wide HR initiatives such as onboarding, executive retreats, and competency modeling; and driving employee engagement and an organizational learning culture.

Gina is an active member of ATD and ATD Central Pennsylvania.  Prior to serving as President, she served the chapter as Director at Large, Vice President of Membership, and President-Elect. Gina holds a Bachelor of Science in Organizational Behavior/Applied Psychology from Albright College and a Master of Science in Organizational Development and Leadership from Saint Joseph’s University.




Past-President:  Phyllis Metzler

Phyllis Metzler celebrates 17 years with the Pennsylvania State Employees Credit Union (PSECU) where she started as a telephone representative in State College and quickly transitioned into a role where she was responsible for training new employees in the department. This included conducting one-on-one coaching, authoring eLearning courses, and facilitating classroom programs.

Phyllis joined the PSECU Learning & Development team when she moved to Harrisburg.  Her responsibilities cover nearly all aspects of L&D functions.  This includes research, planning, organizing, developing, and facilitating learning programs for the Credit Union including the design and facilitation of New Employee Orientation.

Phyllis has been integral in bringing programming to our chapter members for several years--first as a member of our Programming team, then serving as our Vice President of Programs from 2020-2021.  She recently finished a two-year term as our chapter's president.



President-Elect:  Robyn Defelice

Robyn A. Defelice, PhD is a learning intrapreneur, author, and presenter with over 20 years in the L&D field. She is the co-author of Microlearning: Short and Sweet and has been researching How Long Does it Take to Develop Training for over a decade.  Robyn is happiest when she is collaborating with L&D leadership and teams to get them to the decision-making table. Her mission is to empower her peers through unlocking their untapped capabilities and capacity for effective L&D. 

Her experience spans corporate to manufacturing, government to higher education, and non-profits to startups. Along with serving as President-Elect, she is serving as a board member of L&D Cares and is a member of Learning Leaders Alliance through The Learning Guild. 







Vice President of Administration:  Amanda Hoover, CPTD

Amanda Hoover is a trainer at Belco Community Credit Union where she has been drinking the credit union Kool-Aid for 17 years (training for 10 of those). Being the only L&D professional for a majority of that time, Amanda has experience spanning from developing and facilitating in-person training to self-directed online modules on a wide variety of topics. She holds a bachelors degree in Information Science and Technology from Penn State and is currently pursuing her MBA at Shippensburg University.

An ATD member since 2013, Amanda took a more active role in the Central Pennsylvania Chapter by joining the Marketing Committee in mid-2020. She served as VP of Marketing 2021-22 and VP of Administration since 2023. She completed the ATD Master Trainer program in 2021 and received her Certified Professional in Talent Development (CPTD) designation in 2022.

In her personal time, Amanda serves as secretary on the Big Brother Big Sister of the Capital Region’s board of directors, is den leader for Cub Scout Pack 279, treasurer for Troop 279 and can be found Saturday mornings volunteering at the Humane Society of Harrisburg Area’s vaccine clinics.






Vice President of Marketing:  Jennifer Philippe

Jennifer Philippe is the Senior Instructional Design Specialist in Graham Packaging’s Learning and Organizational Excellence Development department. After spending many years as an accidental instructional designer/trainer, she received a Master of Education in Training and Development degree from Penn State Harrisburg in 2018.

In her role at Graham Packaging, she is exposed to a variety of problems that need to be solved, and opportunities that need to be realized. Her background enables her to assist in projects ranging from the design and delivery of learning programs, leading change management initiatives, serving as a virtual facilitator and producer, assisting in performance improvement initiatives, and other areas where her L&D toolbox might be needed. Jennifer also serves in a leadership capacity in Graham Packaging’s Women in Business Employee Resource Group.     




Vice President of Membership:  Amy Leedy, CPTD

Amy Leedy is the Senior Learning & Development Specialist at Four Seasons Produce. Her previous positions include serving as an adjunct professor at Harrisburg Area Community College – Lancaster Campus and as a technical writer/trainer for Global Knowledge Network. She has over 2 decades of experience as a learning & development professional in both academic and corporate environments.

As a member of ATD Central Pennsylvania and ATD since 2015, Amy’s primary interest is instructional design, with a professional focus on leadership development, learning technologies, onboarding, and compliance.

She holds a Bachelor of Arts in English from the University of Delaware and a Master of Arts in English with a concentration in Rhetoric & Composition from the Pennsylvania State University. Amy is a Certified Professional in Talent Development (CPTD).


Vice President of Programs:   Zach Dornisch

Zach Dornisch is an Instructional Designer and Learning Experience Specialist with experience creating engaging and impactful learning programs across corporate training, higher education, and healthcare. Zach is running for the position of Vice President of Programs.

Zach currently volunteers on the programs committee and is committed to designing programs that align with the chapter's mission to provide members with resources that elevate career capabilities and foster professional relationships. If elected, Zach plans to create a mix of virtual and in-person programs to ensure the chapter meets the diverse needs of our members. Whether through virtual sessions or engaging in-person events, Zach's goal is to deliver programs that help members grow and connect while finding new ways to add value for the chapter's members.

Zach looks forward to collaborating with the Program Committee and the chapter's leadership to continue advancing the chapter's vision of being the top choice for talent developers in Central Pennsylvania.
