President: Phyllis MetzlerPhyllis Metzler celebrates 17 years with the Pennsylvania State Employees Credit Union (PSECU) where she started as a telephone representative in State College and quickly transitioned into a role where she was responsible for training new employees in the department. This included conducting one-on-one coaching, authoring eLearning courses, and facilitating classroom programs. Three years ago, Phyllis moved to the Harrisburg area and joined the PSECU Learning & Development team where her responsibilities cover nearly all aspects of L&D functions. This includes research, planning, organizing, developing, and facilitating learning programs for the Credit Union including the design and facilitation of New Employee Orientation. Phyllis has been part of the Central Pennsylvania ATD Chapter’s Programs task force since 2018 and is eager to expand her role to continue to provide quality programs for the Central Pennsylvania ATD Chapter members. |
President Elect: Gina SweeneyGina Sweeney is an experienced Talent Development professional, with over 20 years of experience leading training, facilitation, leadership, and organizational development functions across various industries, including hospitality, technology, and food service. Currently, she works in Talent Development at the Pennsylvania Turnpike Commission, creating and facilitating learning opportunities for the entire organization. Her expertise encompasses designing and facilitating leadership and professional development courses; implementing organization-wide HR initiatives such as onboarding, executive retreats, and competency modeling; and driving employee engagement and an organizational learning culture. An active member of the National and Central PA ATD, she will serve as the upcoming president of the Central PA chapter in 2025, following her previous roles as Director at Large, Vice President of Membership, and President-Elect. Gina holds a Bachelor of Science in Organizational Behavior/Applied Psychology from Albright College and a Master of Science in Organizational Development and Leadership from Saint Joseph’s University. |
Past President: Jeff Fetterman, CPTDJeff Fetterman is the Manager of Talent Development at PSECU as well as an adjunct professor at Harrisburg University of Science and Technology. Prior to joining PSECU, he was a Director at Booz Allen Hamilton where he was responsible for the functional/technical skills development of over 23,000 employees. Jeff also was the manager of course development at a division of GE Industrial Systems, where he oversaw the development of classroom and web- based courses designed for GE customers. Jeff has a Master of Science (MS) in Mathematics and a Master of Business Administration (MBA) and is a certified Project Management Professional (PMP), Human Capital Strategist (HCS), and Certified Professional in Talent Development (CPTD). |
Vice President of Administration: Amanda Hoover, CPTDAmanda Hoover is a trainer at Belco Community Credit Union where she has been drinking the credit union Kool-Aid for 17 years (training for 10 of those). Being the only L&D professional for a majority of that time, Amanda has experience spanning from developing and facilitating in-person training to self-directed online modules on a wide variety of topics. She holds a bachelors degree in Information Science and Technology from Penn State and is currently pursuing her MBA at Shippensburg University. An ATD member since 2013, Amanda took a more active role in the Central Pennsylvania Chapter by joining the Marketing Committee in mid-2020. She served as VP of Marketing 2021-22 and VP of Administration since 2023. She completed the ATD Master Trainer program in 2021 and received her Certified Professional in Talent Development (CPTD) designation in 2022. In her personal time, Amanda serves as secretary on the Big Brother Big Sister of the Capital Region’s board of directors, is den leader for Cub Scout Pack 279, treasurer for Troop 279 and can be found Saturday mornings volunteering at the Humane Society of Harrisburg Area’s vaccine clinics. |
Vice President of Marketing: Jennifer PhilippeJennifer Philippe is the Senior Instructional Design Specialist in Graham Packaging’s Learning and Organizational Excellence Development department. After spending many years as an accidental instructional designer/trainer, she received a Master of Education in Training and Development degree from Penn State Harrisburg in 2018. In her role at Graham Packaging, she is exposed to a variety of problems that need to be solved, and opportunities that need to be realized. Her background enables her to assist in projects ranging from the design and delivery of learning programs, leading change management initiatives, serving as a virtual facilitator and producer, assisting in performance improvement initiatives, and other areas where her L&D toolbox might be needed. Jennifer also serves in a leadership capacity in Graham Packaging’s Women in Business Employee Resource Group. Jennifer is looking forward to developing and executing a 2024 marketing strategy for ATD Central Pennsylvania’s social media platforms that support our annual goals. She is excited about finding ways to increase engagement for our current members and to help attract new members. |
Vice President of Membership: Angelica Brodeur, APTDAngelica Brodeur is the Prevention Specialist at the Pennsylvania Coalition Against Rape (PCAR) where she provides training and technical assistance to prevention educators throughout the state. She is also a training consultant for A. Marie Consultants where she is assisting with the Fatherhood Engagement Training Series as the Program Coordinator. Angelica has a Master of Science (MS) in Training and Development and holds the Associate Professional in Talent Development (APTD) and SHRM Certified Professional (SHRM-CP) certifications. With 10 years of experience in the non-profit and human services sectors, Angelica is passionate about helping staff develop the skills needed to prevent violence in their communities. Having recently moved from Florida, Angelica joined the ATD Central Pennsylvania ATD chapter in 2021 and participated on the chapter’s membership committee. Now as the VP of Membership, she is excited to work with the chapter’s other board members to increase membership value for all members. |
Vice President of Programs: Robyn DefeliceRobyn Defelice is a consultant, author, and presenter with over 20 years in the L&D field. She is the co-author of Microlearning: Short and Sweet and has been researching How Long Does it Take to Develop Training for over a decade. Robyn’s passion comes from working with L&D leadership and teams to get them to the decision-making table. She strives to empower L&D professionals using her adventures in meeting client challenges, from corporate to manufacturing, government to higher education, and non-profits to startups. |
